Repealing the Caesar Act: Recognizing the Syrian Regime’s Affiliation with the Western Crusader Alliance

On Thursday, December 11, 2025, the US House of Representatives voted overwhelmingly to lift sanctions imposed on Syria under the Caesar Act. The complete and unconditional lifting of sanctions was included in a provision of the 2026 US Department of Defense budget bill, following intensive diplomatic efforts by the Syrian government, supported by the Syrian community and active Syrian-American organizations in Washington, as well as by friendly and allied countries that worked to lift these sanctions, which had burdened the Syrian people. Allah (swt) says,

[وَلَنْ تَرْضَى عَنْكَ الْيَهُودُ وَلَا النَّصَارَى حَتَّى تَتَّبِعَ مِلَّتَهُمْ قُلْ إِنَّ هُدَى اللَّهِ هُوَ الْهُدَى وَلَئِنِ اتَّبَعْتَ أَهْوَاءَهُمْ بَعْدَ الَّذِي جَاءَكَ مِنَ الْعِلْمِ مَا لَكَ مِنَ اللَّهِ مِنْ وَلِيٍّ وَلَا نَصِيرٍ]

“Never will the Jews or the Christians be satisfied with you unless you follow their religion. Say, ‘Indeed, the guidance of Allah (swt) is the only guidance.’ And if you were to follow their desires after what has come to you of knowledge, you would have against Allah (swt) no protector or helper.” [TMQ Surah Al-Baqarah:120] This verse summarizes what has happened and confirms an undeniable truth according to the mouthpieces of the Syrian regime and its sycophants. It is undoubtedly a consequence of what the regime did immediately upon assuming power in Syria, a year ago, when it reassured the international community that it had no intention of ruling according to Shariah Law of Allah (swt). Moreover, it assured the international community it was merely an extension of the defunct secular Alawite regime of Assad. This sense of security for the Crusader alliance was ensured by the continued rule of the current regime, which adhered to Western secular laws and customs, without altering them in the slightest. The head of the regime, al-Jolani, along with his entourage, toured one Crusader capital after another, culminating in a visit to the head of the Crusader alliance, America.

The international consensus over the “good conduct” of the Al-Jolani regime has only one implication: that the regime has entered the trap that was set for it and has become a member of the crusader alliance after it committed to everything that was asked of it and more. The people of ash-Sham, including the people of Syria, whom our noble Messenger (saw) praised and commended, are not fooled by lies, nor are they deceived by sweet talk or the length of beards. However, this does not mean that the regime will not try, through media biased towards the crusader alliance, to distort the facts and present defeats as victories, betrayal as heroism, and subservience as political acumen and good judgment.

The vote of the US Congress in favor of the National Defense Authorization Act for fiscal year 2026 includes a clause to repeal the Caesar Act, Section 6211. Although the Caesar Act was originally claimed to protect the Syrian civilians, it was in fact intended to further burden the people beyond the suffering they had already endured at the hands of the regime since its imposition in December 2019. It is not true that the Caesar Act was intended to pressure the Assad regime to stop killing civilians, as the regime and its men were running rampant, trading in drugs, including Fenethylline, without any accountability, while the people were suffering from US and international sanctions.

It was reported in the media that the repeal of the law “came as a result of the combined efforts of Saudi Arabia, Turkey and Qatar, along with the Syrian diplomatic efforts and the Syrian diaspora in America. These efforts coincided with Trump’s desire to give Syria a chance to stabilize and recover. Therefore, Trump put his political weight behind building the required consensus in Congress, and sought to ensure that the repeal was complete and not partial or conditional in order to allow American and international companies to invest in Syria without fear of the sanctions being reimposed.”

Since these treacherous regimes, led by their master Trump, were the ones who sought to lift the law —the same regimes that conspired against the blessed Syrian revolution —it means one thing: just as they were assigned the role of conspiring against the revolution, they were also assigned the role of strengthening, stabilizing, promoting, and empowering the al-Jolani regime locally, regionally, and internationally. This aligns with the circumstances surrounding the repeal of the Caesar Act. The repeal was not a separate piece of legislation in Congress. Instead, the repeal was included in a broader and more significant legislative package, the National Defense Authorization Act, to determine the US Department of Defense budget. This explains the strong bipartisan support the bill received before being sent to the House of Representatives for a vote and then signed by President Trump.

Despite the Crusader alliance’s confidence in the loyalty of the al-Jolani regime, it is well aware of the true nature of the Syrian revolutionaries, not the hypocrites who have infiltrated them. Therefore, it left the door ajar for reimposing sanctions by including non-binding conditions in the resolution. Congress requested the US administration to submit a report within 90 days of its passage, and then every 180 days thereafter for four years, to confirm the stability of the situation in favor of the al-Jolani regime. If the sincere members of the revolution take action to rectify the damage done by al-Jolani, the sanctions will be reimposed on the people and the sincere members of the blessed revolution.

The most prominent demands, as stated in Section 6211, which are the crux of the matter, are expressed as follows, “the President or his designee shall submit to Congress an unclassified report, with a classified annex if necessary, that certifies whether the Government of Syria (1) has committed itself to the goal of eliminating the threat posed by ISIS and other terrorist groups and has worked in partnership with the United States to join as a member of the Global Coalition To Defeat ISIS;... (3) is not taking unilateral, unprovoked military action against its neighbors, including the State of Israel, and continues to make progress towards international security agreements, as appropriate;.. (5) has removed, or has taken steps to remove, foreign fighters from senior roles in the Government of Syria, including those in the state and security institutions of Syria;”

Finally, it was only natural that the people of the revolution would take to the streets of their cities to celebrate the one-year anniversary of the overthrow of the tyrant Bashar al-Assad, chanting slogans that reaffirmed their commitment to the goal of the revolution: the implementation of Islamic Shariah Law in the country and the liberation of the Blessed Land of Palestine. This occurred despite the media's focus on the gatherings organized by the al-Jolani regime, which employed the same repressive tactics used by the former regime, to force people into the streets to celebrate the anniversary of its usurpation of the blessed revolution.

The regime exploited the dire circumstances of the people, with over 90% living below the poverty line and nearly 10 million in desperate need of aid. There are also more than 2.5 million internally displaced persons, including 1.5 million still living in camps, mostly in northern Syria, and approximately 13 million suffering from food insecurity — more than half the population — including 3 million experiencing severe food insecurity. Unemployment has exceeded 50% in some areas, while a large part of the people depend on the informal economy and daily transactions to survive. Despite all this, the people of Syria who rose up against the tyrant Bashar remain steadfast in the principles of their revolution.

The warrior’s rest will not be long for them before they resume their revolution to achieve its great goals, which is the implementation of Shariah Law of Allah (swt). It will not be long before the people of power and protection in the revolution cleanse their ranks of those who have infiltrated them, and give their military support (nussrah) to Hizb ut Tahrir, the true advocate of the project of the Ummah, the project of the Khilafah (Caliphate) on the Method of Prophethood, which rules by all that Allah (swt) has revealed and leads more than a million fighters from the people of the revolution to liberate the Blessed Land of Palestine, so that the people of Syria may attain the honor of ruling by all that Allah (swt) has revealed and liberating Al-Masjid Al-Aqsa. For such a cause, let those who strive strive.
