Fuel Is Public Property in the Shariah Law of Allah ﷻ, Its Benefit and Price is for the Ummah

Pakistan’s Petroleum Minister Ali Pervaiz Malik on Saturday (17/07/2026) said the introduction of daily fuel price adjustments would help curb market abuse, eliminate opportunities for windfall gains and ensure greater transparency and fair pricing for consumers. (Dawn)

The rising prices of fuel over several years has crippled the industry in Pakistan. The huge cost of transport of manufactured goods from factories to markets has contributed to rises in prices, closure of many factories and increases in unemployment.

The Shariah Law of Allah alone provides a solution to the fuel crisis in Pakistan. The Messenger of Allah (saw) said, «الْمُسْلِمُونَ شُرَكَاءُ فِي ثَلاثٍ فِي الْمَاءِ وَالْكَلإِ وَالنَّارِ وَثَمَنُهُ حَرَامٌ» “Muslims are partners (shurakaa) in three: In water, pasture and fire.” In Arabic, the language of the Deen and its Fiqh, fire means fuel (وقود waqood). So, Shariah determined that the community of Muslims have shared ownership of fuel. Anas (ra) narrated from ibn Abbas (ra) who added, «وَثَمَنُهُ حَرَامٌ» “And its price is haram.” So Shariah determined that the community benefits from the price of the fuel, as well as its benefit. Abu Hurayrah (ra) narrated that the Prophet (saw) said, «لَا يُمْنَعُ الْمَاءُ، وَالنَّارُ، وَالْكَلَأُ» “Do not seclude water, pasture and fire.” So Shariah forbade the private ownership of fuel, as well as state ownership, as that is seclusion of fuel from the community of Muslims.

The Shariah ruling regarding fuel ensures that the Islamic Ummah fully benefits from its vast sources of fuel. The Khilafah (Caliphate) will supervise the fuel sector as a guardian and not as an owner. Any profits from the fuel sector will be spent on the needs of the community of Muslims, including investment in the discovery, extraction, refinery and distribution of fuel. It is not allowed for the Khilafah (caliph) to raise taxes from fuel because it is an inviolable public property. Thus, the Khilafah will provide fuel to industry for an affordable price, assisting the development of industry that is competitive in global markets.

Instead of implementing the Shariah ruling on fuel, the rulers of Pakistan are exploiting the rises in fuel prices to fill the pockets of private companies, as well as using increased taxation to pay interest (riba) to the colonialist financial institutions. In addition, the military and political leadership is building opinion that the fuel crisis is because Iran is fighting America, so that they can send armed forces to defend the agents of America and protectors of the Jewish entity, the rulers of the Gulf. Clearly, the crisis in leadership in Pakistan will not be solved by either military supremacy or civilian supremacy. It will be solved by supremacy of the Shariah Law of Allah (swt).

The Rulers of Pakistan Strive to Save the Collapsing US Security Infrastructure Within the Muslim World

ISLAMABAD/ RIYADH, July 17 (Reuters) - Pakistan has been negotiating an expanded defence pact with Kuwait in exchange for energy cooperation and investment, according to five sources with knowledge of the talks.... Kuwait has had a more limited defence deal with Pakistan for training and joint exercises since 2023. It is now seeking ⁠a show of force by Islamabad that would be similar to Pakistan’s pact with Saudi Arabia, including “thousands of Pakistani troops on the ground, fighter jets, drones, an air defence system, and other defence-related facilities,” said a Pakistani government official. The strong attacks on the US military infrastructure by the Islamic Revolutionary Guard Corps of Iran have not just caused significant military losses. The attacks have caused a security vacuum, and created an opportunity to compel the withdrawal of American military forces from the Muslim World. Were the armed forces of Pakistan only to extend a nuclear umbrella to Iran now, the pressure on the US to withdraw would increase immensely. Moreover, the emerging security vacuum should be filled by a huge Khilafah Rashidah, after the unification of the current Muslim states on the basis of Shariah Law.

However, instead, the rulers of Pakistan are assisting their troubled master, before he collapses completely. They have already deployed armed forces in Hijaz and are now planning an expanded deployment, at least. They are striving to erect the American plan for a New Middle East, in which Muslim states make security agreements like Trump’s Board of Peace, within which the Jewish entity is included eventually.

Who exactly is the United States to Pakistan that it deserves such assistance? The US is the ungrateful master who always demands that Pakistan does more, by constantly demanding “do more!” even after the loss of tens of billions of dollars and tens of thousands of Muslims. The US is the treacherous master that extends full support to the Hindu State whilst it orchestrates regional instability. The US is the deceptive master that exploits the armed forces of Pakistan, whilst constantly undermining their possession of nuclear weapons.

It is time for the Muslims of Pakistan, and their armed forces, to take a stand for the sake of Allah (swt), His Messenger (saw) and the believers. If they do not, Pakistan will be a key pillar in the new American security infrastructure, which ensures the permanent occupation of Al-Masjid Al-Aqsa and the weakening of Muslim states, one after another. However, if they do take a stand, by the permission of Allah (swt), Pakistan will be the launching point for the Second Khilafah Rashidah and a new age of the dominance of the Deen of Allah (swt).

The Actual Red Line for the Rulers of Pakistan Is Any Attack on US Interests

“Our top civil and military leaders have conveyed to Iran at the highest level that the attacks on Saudi Arabia are attacks on Pakistan,” a Pakistani official told Reuters. “It is our red line.” (Reuters)

The red line of the rulers of Pakistan is neither an attack on Muslims, or even an attack on the Sacred Masajid. If attacks on Muslims were a red line, they would have sent armed forces to support the people of Gaza, Syria, Lebanon, Yemen and Iran. If attacks on the Sacred Masajid were a red line, they would have sent armed forces to liberate Al-Masjid Al-Aqsa. The actual red line of the rulers of the rulers of Pakistan is any attack on US interests, anywhere in the world.

Surrendering the capabilities of Pakistan to serve US interests has been a deeply rooted concept within the rulers of Pakistan for decades. When the US invaded Afghanistan in 2001, rather than unifying with the Muslims of Afghanistan to expel the US as happened when Russia invaded, the rulers of Pakistan assisted the US by providing bases, logistics support and intelligence. When the US invaded Iraq in 2003 and then faced fierce resistance, the rulers of Pakistan began preparations to send armed forces to save the US, until public anger prevented them. When the US decided that Occupied Kashmir must be surrendered to its protégé in the East, the Hindu State, in 2019, the rulers of Pakistan declared Jihad as betrayal of Kashmir. When the US launched its protégé in the West, the Jewish entity, in attacks against Gaza in 2023, the rulers of Pakistan rejected public demand to send the armed forces in support of Gaza. When the US launched attacks on Iran in 2026, the rulers of Pakistan sided with the agents of the US in the Middle East, the rulers of Hijaz.

Submission to the disbelievers of this level has no cure. The Muslims of Pakistan must demand that their armed forces remove the current rulers and grant Nussrah (military support) for the establishment of the Khilafah Rashidah on the Method of the Prophethood to end the treacherous humiliation. Allah (swt) said, [وَلَا تَهِنُوا وَلَا تَحْزَنُوا وَأَنتُمُ الْأَعْلَوْنَ إِن كُنتُم مُّؤْمِنِينَ]“Do not lose heart or grieve, for you will have the upper hand if you are true believers.” [TMQ Surah Aali Imran: 139].

Countering the Tactic of Gunboat Diplomacy Demands the Unification of the Ummah

On 15 July 2026, CNBC reported that, "President Donald Trump on Wednesday said Iran wants to meet and make a deal, as the U.S. military announced that it launched attacks against Iranian targets for the second time in 12 hours... “They’re nasty people, but they want to make a deal,” Trump said. (CNBC)

Whilst the military leadership of Iran has understood that Trump has reduced the scale of military operations due to the upcoming congressional elections, his use of gunboat diplomacy is a limited war of attrition to weaken Iran, in preparation for more substantial attacks after the elections.

Gunboat diplomacy is the Western pursuit of foreign policy objectives with the aid of conspicuous displays of naval power, implying or constituting a direct threat of warfare, should terms not be agreeable to the Western force. The tactic originated in the 19th century, during the age of direct colonialism and continues in the current age of neocolonialism. The US has adopted this tactic for now, whilst persisting in its strategy to prevent the independence of any Muslim state, by reducing the capabilities of all Muslim states through wars, civil wars and humiliating agreements.

In the face of the dangerous US strategy, the response of the military leadership of Iran is limited because it has not emerged from nationalism and sectarianism. It must fully embrace the Islamic Aqeedah as a basis for constitution, laws, policies and stances towards the rest of the Muslim World. It must pave the way for the implementation of a constitution that is derived from the Noble Quran and the Prophetic Sunnah. It is the Khilafah (Caliphate) alone that can initiate efforts to unify the Muslim World under a single Imam, dismantle the US military infrastructure and establish a new regional order on the basis of Shariah.

Hizb ut Tahrir has extended a draft constitution for the Islamic state to the leadership of Iran from the time of Imam Khomeini. Hizb ut Tahrir has presence throughout the Muslim World and is able to lead in the practical unification of the Islamic Ummah under a single Imam. It is upon the military leadership of Iran to respond by granting its nussrah (military support) to Hizb ut Tahrir for the establishment of the Second Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of the Prophethood; for it alone is capable of uniting the Ummah under the banner of Tawhid, and it alone is capable of defeating arrogant America, just as Muslims once defeated the Persian and Roman empires.

Raise Voices to Demand the Boycott and Expulsion of All US Bases from the Lands of Muslims

On 14 July 2026, the Prime Minister of Pakistan Shehbaz Sharif posted on X, “Pakistan strongly condemns the blatant attacks carried out against the brotherly Kingdom of Saudi Arabia last night.” (X)

The servant of Trump, Shehbaz Sharif, is lying about the reality of the conflict between Muslim Iran on one hand, and the US and its protege in the West, Jewish entity.

The military leadership of Iran has repeatedly made clear that it is attacking the US bases within the Gulf States only. The rulers of the Gulf are the defenders of the Jewish entity, harming the security of the Islamic Ummah by allowing US bases on Muslim land and ensuring supplies of water, food, energy and weapons to them.

All Muslims must demand the boycott and removal of all US military bases from the lands of Muslims. They are a threat to all Muslim states, sooner or later. All the armies of Muslims must mobilize to force the retreat of the US, ending the attack on the Muslims of Iran and preventing attacks on other lands of Muslims.

Nation-Building Must Be Modelled on the Sunnah of the Prophet (saw) Not Dependence on Disbelievers

A statement by the E3 (UK, France & Germany) on Iranian attacks in the Strait of Hormuz and countries in the region was published on 12 July 2026, stating, "We condemn Iran’s reckless attacks on commercial shipping in the Strait of Hormuz and countries in the region, including Qatar, Kuwait, Bahrain, Oman and Jordan." The stance of Europe to the Muslims of Iran is that of the United States. Europe adopts a hostile stance towards Iran, even whilst Trump is evicting European influence from within the lucrative Gulf region, and threatening to occupy Greenland, which ranks eight globally in Rare Earth Elements (REEs). Yet, the disbelievers are one in their hostility against Islam and Muslims. For decades, the disbelieving powers, including Russia and China, have used every treaty and agreement to prevent Muslim states from acquiring complete economic and military independence. Alliance with the disbelievers brings humiliation in this life, and punishment in the afterlife.

So how do the politicians of Iran, as well as the rulers of Pakistan, Bangladesh and Afghanistan, still conceive that making ties with disbelieving powers is the path to building the strength of Muslims? How can Muslims succeed through making agreements on the basis of the disbelieving laws of Western nation-state order and capitalism, far away from the Shariah Law of Allah (swt)? How?!

The Prophet (saw) did not depend on the Romans and Persians to build the Islamic state of Al-Madinah. Instead, the first and best generation of the Islamic Ummah made tawwakul (reliance) on Allah (swt), whilst using the resources that Allah (swt) had blessed the Muslims with according to the Shariah rulings. Thus, the Khilafah Rashidah exploded on the world stage, defeating the Persians and the Romans in swift succession. Any leadership that deserves to lead the Islamic Ummah rejects alliance with the disbelievers, and insists on the complete and comprehensive implementation of the Shariah of Allah (swt). Allah (swt) said, [يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَتَّخِذُوا الْكَافِرِينَ أَوْلِيَاءَ مِن دُونِ الْمُؤْمِنِينَ ۚ أَتُرِيدُونَ أَن تَجْعَلُوا لِلَّهِ عَلَيْكُمْ سُلْطَانًا مُّبِينًا] “O you who have believed, do not take the disbelievers as allies instead of the believers. Do you wish to provide Allah with a clear argument against you?” [TMQ Surah An-Nisaa: 141].

The Ummah Must Direct Its Armies to Force the Retreat of the US

On 11 July 2026, the US military’s Central Command announced, “U.S. Central Command (CENTCOM) completed a third round of strikes this week against Iran, July 11, holding Iranian forces accountable for attacking another commercial ship in the Strait of Hormuz.” (CENTCOM)

For decades, the enemies attack one Muslim country at a time, whilst the others watch and wait their turn. The enemies attack Muslim states one after the other, even though they can easily be forced to retreat permanently by the powerful armies of the Muslims.

The Islamic Ummah is one and the attack on any part of it, is an attack all of it. The command of Allah (swt) to fight the attacking enemy is an address to the Ummah of Muhammad (saw) and not a particular Muslim state or people. Allah (swt) said, [فَمَنِ اعْتَدَىٰ عَلَيْكُمْ فَاعْتَدُوا عَلَيْهِ بِمِثْلِ مَا اعْتَدَىٰ عَلَيْكُمْ ۚ وَاتَّقُوا اللَّهَ وَاعْلَمُوا أَنَّ اللَّهَ مَعَ الْمُتَّقِينَ] “So whoever transgresses in hostility against all of you, then all of you must be hostile against him in the same way that he transgressed against you. And fear Allah and know that Allah is with the righteous.” [TMQ Surah Al-Baqarah: 194].

Let every Muslim contact their friends and relatives in the armed forces and demand that they grant their military support (nussrah) for the establishment of ruling by the Book of Allah (swt) and the Sunnah of the Prophet (saw), so that they are mobilized in Jihad in the Path of Allah (swt), ending the dark chapters of humiliation.
