It Is Haram to Give the Disbelievers Authority Over Our Economic Affairs

Pakistan: Signs that the federal budget may be presented later this week emerged on Tuesday (9 July 2026) after the government finally called a meeting of the National Economic Council (NEC) on the same day that sessions of the National Assembly and Senate were summoned by President Asif Ali Zardari. Comment:

The presentation of the federal budget of Pakistan was initially announced for 5 June but was then delayed, with frantic efforts by the regime to fulfill the dictations of the International Monetary Fund (IMF). It is no longer a secret that the IMF decides the budget in Pakistan. In their Letter of Intent of 23 April, 2026, the Minister of Finance and Revenue and the Governor of the State Bank of Pakistan, stated, “In the months ahead, we will continue with (i) the prudent execution of the FY26 budget, including by implementing necessary revenue measures to minimize the revenue shortfalls; (iii) formulation of the FY27 budget, in close consultation with Fund staff.”

It is economic suicide to grant the IMF a way of authority over the economy of Pakistan. The International Monetary Fund (IMF) is a tool of American economic colonialism and its sole concern is to maintain the hegemony of the US dollar, within the International Monetary System (IMS). Through the Bretton Woods Agreement, the dollar became a global hard currency in terms of settling payments and commercial exchanges. Thus, decline in the value of the American currency, the dollar, led to a decline in the value of raw materials and products within every country of the world.

The existence of the dollar as the currency for settling international payments, in addition to its being America’s local currency, allows the United States to rob the entire world through the mechanism of domestic monetary inflation, which directly became a mechanism of global inflation. Since the value of raw materials and products was paid in dollars, it was in continuous decline as a result of the existence of American monetary inflation. So, when the administration of Trump prints more dollars to finance its reckless wars, the entire world pays the cost. Moreover, developing states like Pakistan always suffer most. Whilst industrialized states raise the prices of their products by the same rate as American monetary inflation, developing states are not able to do so because the dictations of the IMF prevent them developing a machinery industry, denying them the ability to become industrialized states.

O Muslims of Pakistan!

The rulers of Pakistan have granted the disbelievers a way of authority over your affairs. The IMF budget is focused on maintaining the stability of the US dollar in international trade. It demands the reduction of expenditure on the essentials of life and means of economic independence. It demands the increase of expenditure on interest payments. Interest payments increased from $1.99 billion in FY2022 to $3.59 billion in FY2025, representing an increase of 80.4 percent. Poverty in Pakistan has surged to an 11-year high of 29 per cent, while income inequality has reached its highest level in 27 years, as people’s real incomes and consumption have collapsed during the past seven years, as revealed by studying the official survey released by the Planning Minister on 20 February 2026. Your worsening economic misery has a single cause: the dominance of the disbelievers over your economic affairs.

Allowing the disbelievers authority over the affairs of Muslims is prohibited in Islam. Allah (swt) said,

[وَلَن يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلًا] “And never will Allah give the disbelievers over the believers a way of authority over them.” [An-Nisa: 141]. This verse is a statement of information (إخبار ikhbaar) carrying the meaning of a demand (talab طلب). It contains a negation using the particle [لَن] “never (lan)”, which denotes perpetuity (تأبيد ta’beed), and this is a contextualization (قرينة qarinah) that the forbidding of the disbeliever having a way over the believers is a decisive forbidding (نهي جازم nahee jaazim). Thus, it denotes Tahreem (prohibition). This text is general because [سَبِيلًا] “a way (sabeel)” came as an indefinite noun (نكرة nakirah) in the context of negation, so the text encompasses in its generality (عموم umoom) military, economic, cultural, health authority, and others.

The only way to end the authority of the disbelievers over our affairs is to establish sovereignty for the Shariah Law of Allah (swt). It is the Imam of Muslims that will end all riba payments, seize the misappropriated wealth of the corrupt officials and rulers to pay any outstanding debt, issue a stable currency on the basis of gold and silver and supervise the rapid industrialization of the Muslim World through establishing a machinery industry. O Muslims, strive with Hizb ut Tahrir for the establishment of the Khilafah (Caliphate) on the Method of the Prophethood, for prosperity in Dunya and success in the Aakhirah (Hereafter).
