Comment:

Pakistan ranks 1st in the Global Terrorism Index 2026, published by the Institute for Economics and Peace (IEP), making it the country most impacted by terrorism globally. Last year, 2025, there were 5,397 terrorist incidents and 27 suicide attacks, in which a total of 1,235 people, including officers and soldiers of the security forces, were martyred. On the other hand, security forces conducted 75,175 operations across the country during 2025, killing 2,597 suspected terrorists. Since 2001, after the 9/11, the state is in continuous mode of operations in the provinces of Khyber Pakhtunkhwa and Baluchistan. These two provinces are facing militant insurgency and the remaining of Pakistan is boiling with anger against the regime, whose signs are seeing now in Azad Kashmir very visibly, as the state has shown no regard of the inspirations of the Muslims of Pakistan.

Since 2024 we have been told by the regime that Pakistan has to become a hard state in order to end this unrest. So the state has used every tool in its arsenal, whether legislative or military, to silence every voice which is against its narrative. The state has left no room for the opposition parties to work, and so the biggest opposition block in the parliament led by Pakistan Tehreek-e-Insaf (PTI) has resigned from the parliamentary committees. The state has used legislative tool like Prevention of Electronic Crimes (Amendment) Act 2025 to silence those voices asking to mobilize our armed forces to liberate Palestine. If someone is not shunned by the legislative tool, then state used the tool of forced disappearance or indiscriminate firing, killing tens of people as happened in October 2025 when Tehreek-e-Labbaik Pakistan (TLP) procession faced a crackdown by the security forces.

It is very evident from the statistics that now when we are standing in the middle of 2026, Pakistan is not transforming in to a stable state, despite adopting the policy of “hard state”, rather instability is rising. The mantra of hard state is a failed strategy, as Pakistan has been running on this policy since its inception and it led to the disintegration of its one wing, East Pakistan in 1971. Now this failed policy has produced more fire to incite instability, then water to calm the situation, cracking every pillar.

The rulers of Pakistan have been failed to understand that a state cannot be run against the aspiration of its people. A state is the legislative arm which implements the aspirations of its people. When a state follows the aspirations of its people, it never needs the policy of a hard state as its people provide the support which needs to Implement a policy. This is a natural state and that state will always be the strongest and stable state. However, when the rulers decide that they will implement their interests or the interests of the colonialist masters, then the state never finds the support of its people required to implement a policy. Instead, its people oppose and here the state is left with the only option of becoming the hard state. This type of state is an unnatural state destined to chaos and instability.

The hard state policy never convinces its people that the thinking and policies of their rulers are right, and they should abandon their aspiration and make the aspirations of the rulers and their masters as their aspirations. Eventually this situation led to a continuous state of hard state and so it never which never becomes a natural state, a stable and strong state.

The aspirations of the Muslims of Pakistan is the complete implementation of Islam in every field of life. They are fed-up with the implementation of the capitalist system which is against their Aqeeedah (doctrine) in every field of life. The Muslim people want to end interest (riba) but the rulers enforce interest. They want to send Muslim armies in Jihad for the liberation of Kashmir and Palestine but the rulers keep them locked in barracks. They want to enforce Islamic laws in the courts, but the rulers enforce English and French laws. They want an education that makes our children Islamic personalities, but the rulers provide an education that makes our children secular personalities. They want an economy where wealth does not circulate only among the rich but the rulers enforce a capitalist economy that ensures elite capture and the circulation of wealth only among the rich.

This conflict can only be ended by implementation of Islam in every sphere of life by establishing Khilafah (Caliphate), the only ruling system of Islam. It is only the implementation of Islam which will end this bloodshed in Pakistan as the aspiration of the people and the state will come inline and the state become a natural state which will is a basic requirement to end unrest and bring stability. Allah (swt) says,

“And hold firmly together to the rope of Allah1 and do not be divided. Remember Allah’s favour upon you when you were enemies, then He united your hearts, so you—by His grace—became brothers. And you were at the brink of a fiery pit and He saved you from it. This is how Allah makes His revelations clear to you, so that you may be ˹rightly˺ guided.” [TMQ Surah Aali Imran :103].
