Recommendations of the Conference Held by Hizb ut Tahrir / Wilayah of Sudan Commemorating 105 Hijri Years Since the Destruction of the Khilafah (Caliphate)

On Saturday, 28th Rajab 1447 AH, corresponding to 17 January 2026 CE, Hizb ut Tahrir / Wilayah of Sudan held a conference commemorating 105 years since the destruction of the Muslims’ Khilafah (Caliphate) state. The conference was attended by prominent figures, including politicians, media personalities, scholars, and community leaders. Given that this painful anniversary comes as we in Sudan are suffering from a war ignited by American imperialism, using its local agents to dismantle what remains of our country's unity under its so-called "Blood Borders" policy. Thus, the title of our conference was: “Sudan Between the Policies of Blood Borders and the Unification of People into One Nation.” The conference began with a speech by the Ameer of Hizb ut Tahrir, eminent scholar Ata Bin Khalil Abu Al-Rashtah, may Allah protect him, then the speakers from the Dawah carriers discussed the entry of Islam into Sudan, and how it was a reason for the unity of Muslims and their gathering, then the entry of British colonialism and how it struck at the foundations of unity, following the policy of divide and rule. Then the country was transformed after the Second World War into an arena for international conflict between British and American colonialism, and it still is, until the conflict between them became a sharp military extermination, targeting the security of the people of Sudan, their sanctities and the unity of their country, which made America openly declare its policy that aims to tear apart the countries of Muslims, and draw new countries in them with borders drawn with the blood of Muslims. Then the conference papers spoke about the policy of melting people into one nation, which has not succeeded throughout human history to materialize except by the state of the Muslims, the Khilafah (Caliphate), and the need for people today, on the anniversary of its destruction, to hasten the steps and accelerate the march to restore it on the method of the Prophethood.

We in Hizb ut Tahrir / Wilayah of Sudan address all our people, especially their leaders, scholars, and influential figures—politicians, writers, and media personalities— to agree with us that our great Deen obligates us to do the following:

First: To make Islam alone the foundation of our lives and the solution to our problems. This necessitates uprooting the influence of the kuffar, colonial West, particularly America and its control over us. This can only be achieved through Islam, implemented by the Khilafah State according to the method of Prophethood.

Second: To make the bond that unites us the brotherhood of Islam and nothing else. No consideration should be given to ties of homeland, tribe, ethnicity, or region, for all of these divide rather than unite. We must reject any call based on these corrupt bonds, especially with the rise of regional and tribal discord, which serves the agenda of the blood borders.

Third: We must uproot the two Trojan horses of the kafir colonial West in our country: the Civil Administration and the Hawakir system. As for the Civil Administration, it has become, as the British colonialists intended when they created it, a threat to the unity of the country. As for the idea of ​​Hawakir, which they base their legitimacy on maps drawn by the British colonialists, it means granting ownership of land, with its thickets, forests, and pastures, to one tribe in the region to the exclusion of other groups, and making this a cause of conflict. This is forbidden because, according to Islamic law, the land of Sudan is a Kharaj (land tax), and its ownership belongs to the State Treasury of the Muslims (Bayt al-Mal). Any individual subject of the state may own its usufruct for residence, agriculture, or any other purpose. As for the pastures, thickets, and forests, they are public property, meaning they belong to all people, as the Prophet (saw) said: «الْمُسْلِمُونَ شُرَكَاءُ فِي ثَلَاثٍ، فِي الْكَلَأِ، وَالْمَاءِ، وَالنَّارِ»“Muslims are partners in three things: pasture, water, and fire.”

Fourth: The armed forces of the state are a single, unified force, including the police. The existence of militias and other armed entities is not permitted, as their presence poses a threat to the state's integrity. This is because power resides with the strongest faction within the state, and the plurality of such factions is a harbinger of conflict and state fragmentation, especially given the ease with which these entities can be infiltrated by external enemies.

Fifth: We should strive to establish the state that unites us, brings us honour, and pleases our Lord, namely the Khilafah Rashida (Rightly Guided Caliphate) on the method of the Prophethood, which the Prophet (saw) gave the glad-tiding that it would come after the oppressive rule whose last days we are living in, Allah willing, He (saw), said: «... ثُمَّ تَكُونُ مُلْكاً جَبْرِيَّةً فَيَكُونُ مَا شَاءَ اللهُ أَنْ يَكُونَ، ثُمَّ يَرْفَعُهَا اللهُ إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافةً عَلَى مِنْهَاجِ النُّبُوَّةِ. ثُمَّ سَكَتَ»“...then there will be an oppressive rule, and will last for however Allah wills, then Allah will remove it when He wills to remove it, then there will be a Khilafah (Caliphate) on the method of the Prophethood. Then he remained silent.”

Sixth: The phenomenon of Trump’s arrogance and excessive pride, his bullying of the world’s nations, his destruction of the rules of international law that his country’s leadership previously embodied, and the inability of nation states to stand up to him, all of this speaks of the world’s need for a state based on the ideology of Islam; a Khilafah on the method of the Prophethood, to rid the world of the evils of Capitalism and America’s leadership.

In conclusion: A message to the sincere believers to their creed among the people of power and protection in Sudan, to those moved by the great creed of Islam, to the mosque-goers who attend Friday prayers and congregational prayers, and who fear and revere Allah: Know that the situation has reached a critical point, and your people are calling upon you for help against the hatred of the kafir West and its tools who have no regard for any covenant or obligation. The words of Allah (swt) to you and His rulings establish a proof against you, and the regional and international reality is preparing and calling you to obey Allah. The Aqeedah (creed) of Islam, with its truths, protects you from backsliding and fearing none but Allah, the All-Powerful, the Almighty, the Possessor of dominion and might. All of this calls upon you to give your support to Hizb ut Tahrir so that it may establish the Khilafah Rashidah (Rightly Guided Caliphate) on the method of the Prophethood, so that it may set the compass of this planet Earth towards a life of obedience to Allah, supporting the oppressed and bringing people out of the darkness of disbelief into the light of Islam. Be like the leader of the Ansar, Sa'd ibn Mu'adh, may Allah be pleased with him, whose death shook the throne of Allah, The Merciful, for imitating men is a success, and for such a deed let the workers strive.

[وَالسَّابِقُونَ الْأَوَّلُونَ مِنَ الْمُهَاجِرِينَ وَالْأَنصَارِ وَالَّذِينَ اتَّبَعُوهُم بِإِحْسَانٍ رَّضِيَ اللَّهُ عَنْهُمْ وَرَضُوا عَنْهُ وَأَعَدَّ لَهُمْ جَنَّاتٍ تَجْرِي تَحْتَهَا الْأَنْهَارُ خَالِدِينَ فِيهَا أَبَداً ذَٰلِكَ الْفَوْزُ الْعَظِيمُ]

“As for the foremost—the first of the Emigrants and the Helpers —and those who follow them in goodness, Allah is pleased with them and they are pleased with Him. And He has prepared for them Gardens under which rivers flow, to stay there for ever and ever. That is the ultimate triumph” [At-Tawba: 100]
