Schools and institutes in the modern state have become ticking time bombs that take the lives of our youth and our dear children, due to the negligence of the rulers and their poor care. The tragedy of the death of three students—may Allah have mercy on them—and the injury of others following the collapse of a wall at the institute in Mezouna reveals the deceit of the rulers toward the people, their shortcomings, and their lack of concern or sense of responsibility before Almighty Allah. Al-Hadeeth Ash-Sharif says: «مَا مِنْ عَبْدٍ يَسْتَرْعِيهِ اللهُ رَعِيَّةً، يَمُوتُ يَوْمَ يَمُوتُ وَهُوَ غَاشٌّ لِرَعِيَّتِهِ، إِلَّا حَرَّمَ اللهُ عَلَيْهِ الْجَنَّةَ»“Any governor in charge of Muslim subjects who dies whileacting dishonestly towards them will be excluded by Allah from Paradise.”

What pains the heart and fills the soul with sorrow is that the rulers of the so-called independent state spend vast amounts of money on renovating swimming pools, sports fields, distraction policies, and crisis-making that afflicts people’s lives—yet they do not bother to repair roads, hospitals, and educational institutions that, over the years, have deteriorated into horrifying conditions, causing disasters and accidents that claim innocent lives. What is the value of education when safety is absent, and books are stained with blood?!

O People of Tunisia: Tunisia, after 68 years of rule under the so-called independent state, is now in a pitiful condition due to the poor care of its rulers. This is the natural result of applying man-made systems and laws, whether presidential or parliamentary republics. The care of Muslims through the rulings of Islam is the only correct policy, unmatched by any other systems; for Islam instills in the hearts of Muslims the fear of Allah. The Khalifah (Caliph) of the Muslims, Al-Farooq Umar ibn al-Khattab—may Allah be pleased with him—felt the immense responsibility upon him as a ruler and would hold himself accountable if he did not fix the road for a mule, let alone for the people!

As for the corrupt man-made systems, they instill in people a sense of indifference and a lack of awareness of their responsibility before Almighty Allah, resulting in poor care and the disasters and calamities that claim the lives of the innocent.

O People of Tunisia: Great torment awaits those who neglect the care of the people and fail to realize the gravity of their actions or sense their responsibility toward their citizens. It is your duty to hold the reckless accountable, to create public opinion that exposes the corruption of their care under the depraved secular laws, and to work to replace them with the Khilafah Rashidah (rightly guided Caliphate) on the method of the Prophethood—built on the ruins of their rule. Only this state provides proper care for Muslims, protects them from all dangers, and fulfills all the services they need.

Allah Almighty said:

[أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللهِ حُكْماً لِقَوْمٍ يُوْقِنُونَ]

“Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith].” [Al-Ma’ida:50].
