Two Years of Rule without Islam: A Neglect of Divine Trust

On the occasion of his second anniversary in office, Malaysia’s Prime Minister, Datuk Seri Anwar Ibrahim, organized the Two-Year Madani Government Program (2TM) and the 2024 National Convention on Civil Service Reform on November 23-24, 2024 at the Kuala Lumpur Convention Centre (KLCC). The event showcased various government services under one roof, with over 30 booths offering services and products to the public. Reports lauded the event as a success, with over 200,000 visitors. Additionally, Anwar conducted a town hall session to highlight his achievements and initiatives under the Madani government while addressing criticisms, particularly regarding his controversial CNN interview about the existence of a Jewish entity and the financing of his and his delegation overseas travels by private companies.

O Prime Minister of Malaysia! No matter how extensively you recount your achievements, the people are fully aware of their reality, having experienced them over the past two years. After decades of struggle to reach your current position, you promised the moon and stars to the people, and it was on these promises that they placed their trust in you. Yet, two years into your administration, the people have grown increasingly aware of your governance and the reality of your pledges.

Thus, on this milestone of your tenure, we remind you that your position is a divine trust granted by Allah (swt). He is the One Who placed you there, and He has done so for a profound purpose: for you to implement His laws comprehensively and spread His Deen throughout the world. It is your duty to uproot the colonial-democratic system and replace it with the Caliphate system as established by the Messenger of Allah (saw). This trust is a monumental responsibility that Allah (swt) has bestowed upon you as Malaysia’s leader. By accepting the office of Prime Minister, you have accepted the burden of this trust—one so heavy that the heavens, the earth, and the mountains refused to bear. Allah (swt) states:

[إِنَّا عَرَضْنَا الْأَمَانَةَ عَلَى السَّمَاوَاتِ وَالْأَرْضِ وَالْجِبَالِ فَأَبَيْنَ أَنْ يَحْمِلْنَهَا وَأَشْفَقْنَ مِنْهَا وَحَمَلَهَا الْإِنْسَانُ إِنَّهُ كَانَ ظَلُومًا جَهُولًا]

“Indeed, We offered the trust to the heavens, the earth, and the mountains, and they declined to bear it, fearing it; but man undertook it. Indeed, he was unjust and ignorant” [Al-Ahzab (33) :72].

O Prime Minister of Malaysia! It is disheartening that you seem to overlook or fail to reflect on the reason Allah (swt) placed you in that position. He (swt) gives your opportunity to achieve either honour or disgrace. If you fulfil this trust by implementing His laws, you will attain honour in both this world and the Hereafter. Conversely, if you betray this trust, you will face disgrace and suffering in both realms. The choice is yours. Along with this trust, Allah (swt) has issued a stern warning; failure to uphold it will categorize you among the sinners, the wrongdoers, and the unbelievers, should betrayal accompany belief.

O Prime Minister of Malaysia! As you sit in your seat of power, breathing the air that Allah (swt) provides, we urge you to contemplate whether you have fulfilled this trust or betrayed it over the past two years. The answer, we are confident, is clear to both you and us. While you may take pride in improving the public perception of your rule, this is of little or no significance at all. The most critical question is how much you have done to improve your standing in the sight of Allah (swt). Remember, your power is fleeting. It should not be squandered by neglecting the divine trust upon your shoulders. History is filled with examples of how Allah (swt) swiftly stripped even the mightiest of their authority. Some have already met their Lord bearing the burden of betrayal, while others await their turn.

As your supporters lavish praise upon you, such accolades should not lead you to complacency, as they do not enhance your standing in the sight of Allah (swt). Instead, heed our reminder: the ultimate salvation lies in fulfilling this trust—a responsibility we have witnessed you neglect over the past two years—establish Allah’s laws in their entirety! Our admonition aims to serve as evidence before Allah (swt) on the Day of Judgment, so you may not live a life ending in regret. As the Prophet Muhammad (saw) warned, leadership that fails to fulfil its trust becomes a source of disgrace and regret.

O Prime Minister of Malaysia! Many Prime Ministers have preceded you, and many political parties have held power, yet none have fulfilled the trust Allah (swt) bestowed upon them. Indeed, across the Muslim world today, rulers not only betray their divine trust but also, in some cases, oppress their own people, particularly those calling for the establishment of Allah’s Deen.

O Muslims! You know your rulers well and you are fully aware of whether they fulfil their trust or betray it. May you not be among those who support treacherous rulers. Instead, align yourselves with those striving to restore this trust to its rightful bearer—a Caliph who will implement Allah’s laws comprehensively, unite the Ummah under one umbrella, defeat the enemies of Islam, liberate all occupied Muslim lands, open new lands, and light up the earth with the light of Allah (swt). These aspirations were once realized under the Caliphate, and Insha Allah, they will be realized again soon, with the return of the Righteous Caliphate upon the method of the Prophethood—a vision Hizb ut Tahrir continues to work for on a global scale.
