 Press Release
The Legitimization and Islamization of Man-Made Laws Will Only Increase Our Misery and Suffering
There is No Radical Solution for the People of Ash-Sham Except Through the Establishment of the Islamic State and the Implementation of Its Rulings
(Translated)

The Syrian arena has recently witnessed a marked increase in tension and anger, especially among the revolution's support base, as a result of deliberate marginalization and the absence of care. This has led to the emergence of a number of intractable problems and crises, starting with the continued suffering of our people in the camps, whose tents were swept away by floods, leaving them exposed to the harsh winter conditions. Then the electricity crisis, rising prices, and complaints about inflated bills. It also includes the teachers' strike due to the delay in addressing their situation in a way that preserves their dignity and humanity, and the low salaries they receive compared to other segments of society who lack their skills. These are the teachers who persevered, gave, and sacrificed throughout the years of the revolution, hoping for an improvement in their situation after the fall of the former regime. Furthermore, the prices of goods and services have risen compared to the limited income of the vast majority of the country's population, if they have any income at all. Finally, the revolution's support base is dissatisfied with "selective justice" and amnesty regarding the thugs and criminals, while many Dawah carriers, prisoners of conscience, and sincere revolutionaries and mujahideen have been languishing in prisons for years, and the attempt to appease "minorities" at the expense of the revolutionaries and their sacrifices. The root of the problem is the submission to foreign demands, especially those of America, to secularize the state and stifle the revolutionary and jihadist spirit by joining the "counter-terrorism" alliance, which America intends only to use to fight Islam. And the steps towards normalization with the Jews are not hidden.

People suffer from daily life problems and numerous successive difficulties, not only because of the state’s failure to care for people’s affairs and its failure to try to secure the basic requirements and necessities of life such as food, clothing, housing, medicine, education, and others, but these chronic crises are a natural result of the absence of the implementation of Islam and its solutions in the reality of life. The constants of the revolution, its goals, and its slogans have been overturned in order to exclude Islam from governance, life, and the state, and to implement a secular, man-made constitution that only increases people’s misery, poverty, and hardship.

People were shocked and very surprised a few days ago when the Syrian Minister of Justice, Mazhar Al-Wais, said that civil laws do not contradict Shariah. He mentioned that there are "misconceptions that say there is a contradiction between religious values and legal values," saying that they are "all facts." This is a dangerous attempt to legitimize the constitution and the man-made laws applied as an extension of the defunct regime. He considered what was stated in the constitutional declaration in Syria, that "Islamic jurisprudence is the primary source of legislation," as evidence of the agreement of the provisions of the constitution and laws in Syria with Islamic Shariah, ignoring the fact that the phrase "primary source" does not negate the existence of non-Islamic sources (Eastern and Western).

He continued, saying, "Rulings change with the times and places," forgetting that Islam came to address reality and change it to conform to Islamic law, not to change rulings to suit reality and the whims of those who are complacent and reluctant to change, and who are subject to the directives of our enemies.

One of the greatest dangers is legitimizing man-made laws and allowing the courts to remain as they were under the previous regime, thus limiting the implementation of Shariah in Shariah courts to matters of personal status (marriage, divorce, and inheritance), while leaving matters of governance, the state, and domestic and foreign policy far removed from the system and laws of Islam.

The fundamental principle is that the Islamic creed should be the sole source of the constitution and laws. Solutions should be derived from the detailed evidence of Islamic law, thereby achieving justice and ensuring the well-being and happiness of the state's citizens. Only then can the state truly be a welfare state, not a tax-collecting one.
As for public assets and natural resources such as oil, gas, and minerals, whose revenues guarantee a decent life for the people and even ensure their prosperity, the state should manage them efficiently and independently, ensuring the rights of its citizens, rather than granting them as concessions to foreign companies like Chevron (American) and others, which only exacerbates the crisis of exploitation and dependency.

We are certain that injustice will persist as long as Islam and its rulings and solutions are absent. The only radical and legitimate solution lies in establishing the Islamic state, which will restore to the people their dignity, security, rights, and the fruits of their wealth. Only through it can we find our well-being and salvation in this world and the Hereafter—a state where people live under the care of Islam and enjoy its justice, in addition to the fulfillment of their legitimate life demands, for which they strive. We ask Allah (swt) that this may be soon, under the shade of the second Khilafah Rashidah (Rightly-Guided Caliphate), on the method of Prophethood, the glad-tiding of its return was said by the Prophet of Guidance, Muhammad (saw).

Let every sincere person who seeks honour through Islam roll up their sleeves and work diligently to support their Deen and implement its law. Allah's victory and His promise of empowerment for His Deen and for His believing servants who have not deviated or altered their beliefs is coming, Allah willing. He (swt) says in His Perfect Revelation:

“Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them; and will surely establish for them their faith which He has chosen for them; and will indeed change their fear into security—˹provided that˺ they worship Me, associating nothing with Me. But whoever disbelieves after this ˹promise˺, it is they who will be the rebellious” [An-Nur: 55].
