Formation of a New Security Force in Pakistan

Pakistan announced on Monday, July 14, 2025, the formation of a new security force whose duties will include riot control. The move has raised concerns among opposition parties and human rights groups that the force could be used to suppress political opponents, especially as supporters of the detained Pakistan Tehreek-e-Insaf (PTI) leader, Imran Khan, prepare to protest on the second anniversary of his arrest. Pakistan’s Minister of State for Interior, Talal Chaudhry, stated, “This is a new force that will be more stringent. We need this force for internal security”. (Al Jazeera Net)

This news quickly became widely circulated across international and Arab media within hours. The global attention it received is unsurprising given Pakistan’s significance, as it possesses the seventh-largest armed forces in the world. The declared objective of this new force is also unsurprising, considering the state of regimes across the Muslim World today, where popular resistance has grown in response to their failure to care for the affairs of the people, and their unprecedented levels of subservience to colonialist powers since the destruction of the Khilafah (Caliphate) in 1924 (1342 AH).

These secular regimes are facing strong resistance and have all become unstable, due to their reliance on foreign support from Western powers instead of the natural backing of their own people. They have failed to earn the trust and approval of Muslims, having rejected the implementation of Islam, and having aligned themselves with the enemies of the Islamic Ummah. Lacking convincing evidence to justify their treacherous stances, these regimes resort to force, spreading fear, conducting arrests, abductions, and even assassinations in order to maintain their grip on power.

As for Pakistan specifically, it stands out as a glaring example of instability among Muslim countries, and is by no means an exception. The Muslim population in Pakistan is increasingly angry with the current regime over several prominent issues most notably; its refusal to deploy the powerful Pakistani military in defense of Gaza, its economic failures that have left the majority in poverty despite the country’s vast and diverse natural wealth, and its obvious efforts to generate a corrupt environment for the younger generation, through educational institutions and social media. Today, conversations about the need for an Islamic revolution have become widespread among the people, no longer confined to the aware and influential members of society.

So, the question that must be asked to human rights organizations in Pakistan is: Why does the West permit the implementation of these draconian policies by rulers of Muslims, while it constantly proclaims its support for “freedom of expression”, “political participation”, and “the right to political assembly”? The answer lies in the awareness among Western rulers and their policy strategists of the existential threat facing the survival of their agent regimes due to the rising and widespread political awareness among Muslims. The West does not perceive this threat from the regular opposition, composed of political parties that operate within the framework of regimes that serve colonialist interests. These are regimes in which the West can simply change the faces in power, and allow opposition figures to take leadership roles, all the while maintaining the colonialist framework itself. Instead, the real threat that alarms the West comes from those they label as Islamists and extremists, because these individuals and movements demand the complete and radical removal of the current regimes, and their replacement with governance based on all that Allah (swt) has revealed.

The signs of this desire to implement the divine Shariah Law of Allah (swt) are evident in the free political expression of Muslims, far away from the iron grip and constant surveillance of oppressive authorities. Numerous examples of this pure expression can be found in private chat groups on social media, gatherings in homes, direct conversations between the people, and discussions in streets and masajid. In these discussions, Muslims often reference noble verses of the Noble Qur’an, the Blessed Ahadith of the Prophet (saw), and the illuminating examples from the Khulafaa’ Rashidun (Rightly-Guided Caliphs), may Allah be pleased with them all. This expression represents the emergence of a new political atmosphere, one that heralds the return of the second Khilafah Rashidah (Rightly-Guided Caliphate) which, by the Will of Allah (swt), is drawing near.

O Muslims in Pakistan, the Pure Land! Allah (swt) says in the Noble Qur’an,

[وَأَنِ احْكُم بَيْنَهُم بِمَآ أَنزَلَ اللّهُ وَلاَ تَتَّبِعْ أَهْوَاءهُمْ وَاحْذَرْهُمْ أَن يَفْتِنُوكَ عَن بَعْضِ مَا أَنزَلَ اللّهُ إِلَيْكَ]

“And judge between them O Prophet by what Allah has revealed, and do not follow their desires. And beware, so they do not lure you away from some of what Allah has revealed to you.” [TMQ Surah Al-Maidah: 49]. You must persist in your demands for the implementation of the rule of the Kitaab of Allah (swt) and the Sunnah of His Messenger (saw), despite the attempts of the colonialist agents to stop you. You must continue to contact the sincere and aware individuals who carry the Dawah to Islam and strive to establish the Second Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of Prophethood. The Messenger of Allah (saw) said,

أَلَا لَا يَمْنَعَنَّ أَحَدَكُمْ رَهْبَةُ النَّاسِ أَنْ يَقُولَ بِحَقٍّ إِذَا رَآهُ أَوْ شَهِدَهُ فَإِنَّهُ لَا يُقَرِّبُ مِنْ أَجَلٍ وَلَا يُبَاعِدُ مِنْ رِزْقٍ

“Let not the fear of people prevent anyone of you from speaking the truth when he sees it or hears it, for speaking the truth does not bring death any closer or keep sustenance any further away.” You must also reach out to your relatives and friends in the Pakistani Army, so that they may uproot this false system and establish the rule of Islam just as the Ansar (ra) did in al-Madinah al-Munawwarah.

O Officers in the Armed Forces of Pakistan! You must stand with the Muslims against the oppressive rulers. Grant your nussrah (military support) for the establishment of the Khilafah (Caliphate) on the Method of Prophethood. Uproot the thrones of the current political and military leadership, following the footsteps of Sa’ad ibn Mu’adh (ra) and the Ansar (ra) of Madinah. Lay the foundations for the revival of the Islamic civilization, and attain the greatest honor by making Pakistan the launching point for the return of Islamic governance, the return of ruling by divine Shariah Law, and the return of the Islamic Ummah as the leader for humanity. Indeed, Allah (swt) is with you and He will grant you victory. Allah (swt) says in the Noble Qur’an,

[هُوَ الَّذِي أَرْسَلَ رَسُولَهُ بِالْهُدَى وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَلَوْ كَرِهَ الْمُشْرِكُونَ]

“He is the One Who has sent His Messenger with true guidance and the Deen of truth, making it prevail over all others, even to the dismay of the musrikoon.” [TMQ Surah At-Tawbah 33].
